William N. Rudman
Founder and President, William Rudman Associates, Inc. 1943– 2006
William Rudman was a practicing attorney specializing in federal employment law. He retired from federal service in 1993 as Deputy Under Secretary of Defense and Director of the Defense Technology Security Administration. In a career of over 26 years, including 22 as a criminal investigator, he held every management position from first-line supervisor to administrator of an agency. He began his career as an agent of the Federal Bureau of Narcotics (now the Drug Enforcement Administration) in 1967.He served as Chief of the Legal Branch at the Federal Law Enforcement Training Center as well as the head of special agent training for the Offices of Enforcement and Internal Affairs of the US Customs Service and as Special Agent-in-Charge of Customs' Washington, D.C. field office. In addition, he was assigned for two years as the U.S. Treasury representative to INTERPOL in Paris, France. As US Customs Regional Director of Internal Affairs in Boston,New York, and Chicago, he put together over 200 cases in which the agency was successful in taking appropriate disciplinary action. Mr. Rudman was a magna cum laude graduate of Harvard College and held a J. D. degree from Suffolk University. He was a member of the bar in Massachusetts and the District of Columbia, and was an adjunct faculty member at the Brooking's Institution, as well as a frequent lecturer at the Justice Department's National Advocacy Center. Bill dedicated his energy to building this business to share his expertise in federal law and management. Having held every management position in the federal government from first-line supervisor to administrator of an agency and as an attorney, Bill hoped his teachings would inspire managers to move forward and take difficult personnel actions so they did not compromise their integrity to "the system." Through his course curriculum and entertaining presentations,Bill instilled in our federal leaders the necessary knowledge and confidence so they could avoid "taking the easy way out"in these difficult cases. Before his death, Bill went to great lengths to lay the groundwork for others to continue with his teachings and has put his complete faith in his associates, Robin S. Wink and John J. Doggett,in the hope that these teachings will continue to inspire managers throughout the federal government and leave a lasting legacy.
