Our History

Our founder, Bill Rudman, instilled in our federal leaders the necessary knowledge and confidence so they could avoid 'taking the easy way out' in these difficult cases.

Thirteen years ago, Bill Rudman founded William Rudman Associates, Inc. after his retirement from the Federal Government. Using his experience as a federal manager as well as his expertise as an attorney, Bill developed an entertaining seminar full of real-life anecdotes about the federal personnel discipline system designed to arm managers and supervisors with the tools needed to deal with the most challenging employees and personnel situations. His seminar has been presented more than 800 times to virtually every federal agency throughout the country. Bill dedicated his energy to building a training business based on this seminar. Having held every management position in the Federal Government from first-line supervisor to administrator of an agency, Bill instilled in our federal leaders the necessary knowledge and confidence so they could avoid "taking the easy way out" in these difficult cases.

As business grew, Bill recruited additional instructors, hand-picking folks with an extensive knowledge base in federal personnel as well as a love of teaching to join the company. John Doggett joined Bill in the training business after retiring from his own distinguished career in the Federal Government. He has been presenting seminars since 1999. As a retired Chief Law Enforcement Officer and Army Judge Advocate General (JAG), John has taught many seminars at the Federal Law Enforcement Training Center. In more recent years, Pete Noone, a long-time law partner with Bill Rudman, joined our instructor cadre. Pete provides insight to federal investigators and leaders from his perspective of having represented federal employees in a wide range of personnel actions from letters of reprimand to removal, and from EEO proceedings to MSPB appeals. Finally, Robin Wink joined the company after meeting Bill at a training session at The Brookings Institution. Bill saw a bit of himself in Robin. She had substantial management experience as well as legal expertise in federal personnel cases. She also had proven credentials as a trainer, having been a regular and favorite instructor for the Department of Justice. In July 2006, Bill coaxed Robin to retire from the Federal Government to become a full-time instructor.

Before his death in September 2006, Bill went to great lengths to lay the groundwork to continue the business. He put complete faith in his associates in the hope that these teachings will continue to inspire managers throughout the Federal Government and will leave a lasting legacy. In October 2007, Robin Wink formally purchased the company. Under the new name of Rudman Wink Associates, LLC, we have continued Bill’s fine tradition – that of educating and entertaining managers in this important subject.
