Federal Discipline and Labor Relations Seminars

Rudman Wink provides insightful, entertaining, and practical education about the federal personnel system for managers and supervisors.

Founded 13 years ago by Bill Rudman, a retired federal manager and lawyer, Rudman Wink provides insightful, entertaining, and practical education about the federal personnel system for managers and supervisors. Our key to success: our instructors have both federal management experience as well as legal expertise in the federal personnel system. We have dealt with difficult employees from behind the desk as well as in the court room — we understand the frustrations and pressures of the federal workplace. We enjoy teaching and interacting with current leaders who are carrying out important federal missions for our country. We breathe life to an otherwise dry subject by reinforcing critical points with anecdotes and humorous case examples. Rudman Wink is more than legal subject matter experts — we are educators and entertainers.

Our mission is to dispel the myth that you cannot fire a federal employee. We teach managers how the system works and, just as importantly, that the system works. Too often supervisors and managers are thrown into a position where they are supervising a difficult employee with conduct or performance problems without the tools or support they need. Our classes engage class participants and provide a solid foundation and understanding of the federal system. Armed with this core knowledge, managers and supervisors can confidently take on difficult employees with the goal of stopping inappropriate behavior, changing a bad attitude, or improving poor performance. If the employee doesn’t improve — and some never will despite the boss’s best efforts — we teach managers how to remove the employee and successfully navigate the EEO complaint, grievance, or Merit Systems Protection Board (MSPB) appeal that inevitably follows.
