Instructor John Doggett

John J. Doggett III is an attorney from Knoxville, TN with over 30 years experience working for the Federal Government. For the past eight years he has provided specialized training regarding the legal aspects of discipline and performance for federal government employees to various federal agencies around the United States. During this time, he has presented over 120 seminars, and has been a frequent lecturer at the Federal Law Enforcement Training Center.

Mr. Doggett retired from civil service in 1996 as the Chief of Law Enforcement for the Department of the Interior’s U.S. Fish and Wildlife Service. He served as a supervisor and senior manager for most of his career during which he built extensive experience in federal labor-management relations and personnel law.

Mr. Doggett began his civil service career as a special agent with the Internal Revenue Service. He also served in the Legal Branch of the Federal Law Enforcement Training Center where he designed and taught courses for law enforcement officers who came from various federal agencies.

In 1980 Mr. Doggett became the Special Agent in Charge for all training and internal inspection programs for the U.S. Fish and Wildlife Service, serving in that position until his appointment as Chief of Law Enforcement in 1991.

Mr. Doggett is a retired Colonel in the U.S. Army Reserves. He began his federal career with the Army as a prosecutor and labor counselor, ultimately being appointed in the Reserves as an Appellate Judge on the Army Court of Criminal Appeals.

After retiring from civil service, Mr. Doggett was called back to active duty for a special two-year assignment as the Command Judge Advocate for the U.S. Army Reserve Personnel Command. During this assignment, he supervised a professional staff of civilian and military attorneys specializing in representing the Army in hearings before administrative law judges of the Federal Labor Relations Authority, the Equal Employment Opportunity Commission, and the Merit Systems Protection Board.

Mr. Doggett has a B.S. in Business Administration and a J.D. in Law from the University of Tennessee and is a graduate of the OPM Executive Development Program and the Federal Executive Institute in Charlottesville, VA. He is licensed to practice law in the State of Tennessee and before the federal courts, including the U.S. Supreme Court.
